List property zones before listing people
Start with physical zones: the reporting unit, any adjacent unit mentioned but not verified, shared hallway, lobby or gate, loading area, elevator or stair route, utility room and temporary contents location. Do not assume a person who can open one zone controls another. Mark any unverified affected area as reported rather than confirmed.
Add the incident date, unit identifier and a safe-observation summary. If Dallas Water Utilities or another city service was contacted, keep its reference and stated response on a separate line. A municipal report does not grant building entry or decide the interior cleanup scope; the matrix simply makes that parallel path visible.

Pair each zone with the exact action requested
Create columns for initial entry, assessment, equipment delivery, continuous operation, monitoring visits, pickup, contents movement and finish repair. Share the confirmed route and unresolved cells before a provider travels. Ask the provider to state equipment size or access requirements that may affect the elevator, stairs or occupied areas.
