Create stable room and item identifiers
Label rooms consistently and divide crowded areas into zones such as north wall, closet, desk area or lower cabinet. Give individual identifiers to valuable or disputed items and grouped identifiers to ordinary contents that can be tracked together. Take wide and close photographs only when safe; never delay evacuation or enter contaminated or unstable areas to improve the inventory.
FEMA recommends documenting property after a disaster, but documentation does not determine insurance coverage or item disposition. Preserve the original file time and add a short description rather than editing the image to carry the whole record. If an item was already moved, write reported original location and name the source.

Record every movement as a custody event
Each event should include item or group ID, prior location, new location, date, handler, authorizing person and reason. Distinguish a resident moving an item out of active water from a provider moving it for access. If the destination is a garage, container, off-site location or another room, record enough detail for retrieval without placing sensitive address or financial information in a public-facing note.
If several people handle contents, add separate events instead of one broad statement. Do not assume a provider has custody simply because it is working in the room. Ask the provider to identify contents handling in its written scope, including packing materials, inventory, storage, return and exclusions.

Separate condition notes from disposition decisions
Use plain observations such as wet surface, visible soil, odor reported, unopened container or not safely inspected. Do not label an item salvageable, contaminated or a total loss without the appropriate decision maker’s basis. Create proposal fields for leave in place, relocate, evaluate, clean, dispose or return, and keep the proposal open until authority is documented.
